Adding / Editing discount values by a percentage value

The objective of this improvement work is to provide an ability for agency users to add / edit discounts by an allowed percentage value.  

Figure 1: As can be seen from the UI above, an agency user will have the ability to set discount values by percentage value preset in permissions settings.
