Bug fixes:

1. Fixed an issue when if user tried to add a Fee Item with an existing name, a green banner appeared (SE-4418).

2. Fixed an issue when a user could get an error when he changed FTE/Role hours in Scope by Role (SE-4348). 

3. Fixed an issue when inherited Components or Deliverables were missing in the Output (SE-4328).

4. Fixed an issue when Scope with zero budget wasn't displayed in the 'Scopes by Value' report (SE-4320). 

Improvements:

1. Added variables to 'Deliverable content' widget :

• Deliverable fee without OOP - the total price of the Deliverable minus OOP / TPC fees

• Deliverable fee without Fee item - the total price of a deliverable minus any line item fees

2. Added the ability to edit Deliverable or Component Internal notes on 'Scope Overview' page
